I'd far better opting for 2x8GB as going with 2x4GB with first-gen Ryzen is kind of (yeah... I don't know good words to speak about that) because it does not allow RAM to run at full speed with 4x4GB of RAM installed.
Also not sure why did you brought two 5400RPM HDDs though.

I'd far better off getting 1x8GB though, as currently (non-Raven Ridge) Ryzen does not allow RAM to work at high speeds with 4 sticks of RAM installed, and with 8GB the assumption is you will eventually be upgrading to 16GB.
