Well, my first suggestion would be to buy from American retailers and pay a premium for the shipping. Seriously it'd be worth it. Second, I think if that works then do two good (probably 1060 6gigs or 1070) gpus in sli. Then you can have more ram.
Shipping will probably be a premium but still coming out ahead.
At the top right of pcpp there is the country option, choose United States. Then select the part and it should show American retailers.

Same ram brand but go with the 2×8 3200 mhz sticks, only $30 more, it's what I have. And holy Markup Batman! Being in Minnesota I didn't realize the difference was so huge. I would strongly suggest finding a way to buy the graphics card American and having it shipped. I could get that for 414.88 USD. And if you're willing to shell out that much for a graphics card and can get it American then update to a 1080ti for that price. Oh and the power supply is a bit much. 550w 80+bronze will do you good.

Pretty big power supply, however if you're shelling out 2g's I highly suggest a higher graphics card, then the power supply wouldn't be wasted as much. I have been trying for weeks to find solid data to verify whether or not this cpu cooler would interfere with the heat sinks on the patriot viper 4 sticks on an atx MOBO. thank you so much. seriously, I had half a mind to get it anyways and cut off the metal bits on top of the sticks to make it fit. knowing I don't have to is comforting.

flipping your psu upside down will help lower your temps pretty well. and you should look into a monitor with more than 60hz. and not sure if you know but amd cpus work better the higher your ram speed is clocked.
I'm going to try the cooler master h500 from Newegg, and if it's not like it should be I'm sending everything back for refunds or auctioning on eBay, then buying a prebuilt. Or maybe not getting a computer at all. Or maybe a pre built.
