It is a very small noise, it is because of my gpu ? When I took my gpu out and turned the pc off no noise, but when I put the gpu back and turned the pc off the noise came back. Should I replace my gpu ?

I got a 650 watt for my gtx 1060 3gb and if 8400, is that to much wattage and is it bad to have to much.

will this motherboard support windows 10 - also are there any motherboards just like that with rgb lighting, (trying to pimp put my build), also my previous problem was that some cables from my power supply would not reach my motherboard. is it because of the size.
