Is there any program like Blender for 3d modeling, but for video editing? And windows based, I know there's a bunch for linux. Any help would be great.

Blender can do video editing as well (https://duckduckgo.com/?q=blender%20video%20editing). I would also have a look here: http://alternativeto.net/software/cinelerra/?license=opensource&platform=windows and see what catches your eye.

Openshot is awesome. I've been using it for a while and it's pretty powerful, very easy to use as well.

Technically, but VMs, Cygwin, and other methods can probably help. A VM would be your best option.

I posted a lengthy answer here: https://pcpartpicker.com/forums/topic/81103-best-video-editor-for-around-30-60

I know the title says $30-60, but both software I listed are free.
Hope it helps! There are a lot of options out there.

Here's a Slashdot post I wrote about nine months ago on the subject. TL;DR version: I like Kdenlive.

Pitivi or Lightworks which can also be for video editing.
