Budget: $500-$900 Use: I will be using flexisign 8.6 for most of my work. I have keyboard, mouse and monitor No need for an operating system I have a windows already.

Just need something to vectorize and create stones for my monument company. I have no brand preference just want something that is fast and not a laptop.

It has a very good low profile CPU cooler, a very small case, a powerful case fan to keep air flowing, a Xeon 1231 which is basically a locked i7 and a SSD. This is most likely overkill but its within budget.

Looks like a program made by the same guys that made Paint tool sai?

I don't think you need anything too extreme but I could be wrong. A E3 8-threaded Xeon and a AMD Video Card (Maybe a r7 250 all the way up to a r9 270X) Would probably be a secure bet.

^ Hell even that is overkill unless your working on the most giant signs imaginable.

Unless that is an extremely intensive program (it doesn't look like it), you won't need anything more than that. You don't need to include a GPU or CPU cooler for a work build.
