Good in theory, bad in practice.

Yes, your software looks like it will identify the limiting factor in performance with the heaven benchmark but heaven is not CPU intensive and other games will put more load on the CPU. Meaning the limiting factor will shift.

Also, this is the wrong way to look at this issue. If you have a CPU that lets you get the FPS you want, and a GPU that lets you get the visual quality you want, there is really no problem.

There is always a bottleneck. Something in a computer system is always going to be the limiting factor on any value of performance.
