I am really confused between 4ms and 1ms does it really matter in real world gaming.

Please suggest a good gaming monitor under $1000

No. Those are marketing values. And represent the best possible grey to grey times the panel could muster, not even the average. And grey to grey speed doesn't represent real world usage at all. Not to mention stuff like the average blink is ~300ms, for perspective.

And typically 1ms screens are TN panels, and 4ms are probably IPS panels. And different types of panels have some pros or cons. Which pros and cons matter to you I don't know. I prefer IPS for better color accuracy and better viewing angles. People who are most concerned about response time seem to prefer TN, and TN panels are cheaper. And there might be a bit less blurring on a quality TN panel where fast movements are concerned. But it's just not a pro for TN that I personally care about, and my 144hz Gsync IPS is gorgeous no matter how anyone wants argue about response time.

https://www.amazon.com/Acer-Predator-XB271HU-2560x1440-Display/dp/B0173PEX20 primary, for gaming.

And I run an OK regular AOC IPS 60hz 1080p as a secondary screen.
