I was hoping for someone to recommend a monitor that has 144hz, decent color accuracy, and 1ms. I am also having a budget of $200 or less.

Not sure where you live but here in Canada you'll be very hard pressed to find a monitor within that price point and with those specs, unless on sale. I recommend you use this site's parametric filter with 144Hz and 1ms selected. Avoid TN panels due to color issues at odd viewing angles. VA panel probably your best pick. Cheapest VA panel with your requirements is $259.99CAD for a 24" MSI. Other countries may (most likely) have better pricing.
