The cxm 450w is a great psu and your build won't draw anywhere near 400w underload

Psu will depend on your budget for it but at first glance a good 450W psu would be more then enough.

I'd bump up to a 550w just to be on the safe side.

450w is enough, a good way to figure out what PSU you need is to take the power consumption of your system and add 30%.

It's better to have more than you think you will need, besides the computer uses only what it needs. They run more efficient under less strain too. PSU's are potentially more future proof than say a CPU or RAM and can be put into future builds. So IMO it's better to invest in a high quality unit.
