For gaming and streaming, I suggest you look into a Ryzen CPU. Much better value for multitasking. Also, if you do go for the Intel, you’ll need something better than that air cooler if you want to get a decent overclock. Either a higher end air cooler like a noctua, or an aio.

For gaming, intel is better, but you're right in that for streaming ryzen is better. I'd go with ryzen too, since the gaming performance isn't going to be that much worse if he picks a high end ryzen.

You won't get nearly the same gaming performance with the Ryzen, but that should be fine... You might want a power supply with silver+ rating and a higher watt performance.

That very much depends on what resolution your gaming at. Worst case scenario, you may see a 10% FPS difference in 1080p gaming. Anything above 1080p, your going to be more GPU limited and the percentage difference becomes negligible.

No... Intel CPUs are far better than AMD's for gaming. Far better. More than 10% for his 8700k build. But if he's doing video editing or other multi-core heavy app, like Premiere or Photoshop, then I'd go with the Ryzen.

2600 is more than capable of streaming and gaming. Ryzen cpus also come with decent stock coolers. The extra money saved can be put towards a better gpu. I don’t 100% recommend the card I chose here, it’s more of a placeholder for something like the soon to be released 1160 (same architecture without Ray tracing. Should be released at a lower price). That said, if you don’t plan to use ray tracing (which this card doesn’t have enough performance for anyways) it’s still has solid performance in “regular” games.
